Omówiono funkcje gospodarcze przyszłego powiatu samorządowego, zadania gminy i powiatu w sferze kształtowania ładu przestrzennego, a także poruszono problematykę podziału terytorialnego kraju na powiaty samorządowe.

The article depicts some of the problems connected with defining the range of competence of the district self-government that has been reactivated in the sphere of local spacial economics. The author states that effective as well as planned spacial economics should be the domain of the autonomous district. Possible functions of the local self-government can be discussed in terms of phases of their development and realization of the local plans of spacial economy: of the elaboration phase of the project plan (structural-technical description) and in the realization phase (description of the accuracy of the realization of the decisions on the basis of the plan interpretation).
