Abstrakty

Celem artykułu, w kontekście uwarunkowań gospodarki polskiej, jest analiza Ustawy o zatrudnieniu i bezrobociu z roku 1991 jako podstawowego aktu prawnego, wyznaczającego ramy instytucjonalnego gospodarowania zasobami pracy. Zaprezentowano także wyniki badań nad funkcjonowaniem wojewódzkich biur pracy.

In the article attention was focused on how the state and local, authorities affect the solution of the problems pertaining to unemployment on the labour market. This influence delimitated by the legal framework provided by the Employment. Act is confronted with numerous obstacles and barriers resulting from the lack of models of the right course of action under the conditions of the transformation of the economic system. Those obstacles may be classified as follows: one group is a result of unclear formulations and lack of precision of the Employment Act, the other, is related to the fact that the local economic policies are formulated at a sluggish pace, the result of which is the lack of the adequately elaborated and documented directions of the regional development, insufficient institutional contacts with local administrative units dealing with the problems in question, and inability to take an active stand while dealing with the described above difficulties.
