Abstrakty
Działalność gospodarcza realizowana jest w warunkach zróżnicowanego stopnia degradacji środowiska przyrodniczego. W szczególności problematyka ta jest ostro zaznaczona w regionach silnie uprzemysłowionych jak np. region katowicki. Negatywne przemiany uwarunkowań ekologicznych rozwoju gospodarczego wynikające z dotychczasowego ich kierunku zmuszają do jego reorientacji. Autor buduje model programowania rozwoju regionu katowickiego biorąc pod uwagę koszty zniszczeń i koszty sterowania jakością środowiska, a także bariery ekologiczne wzrostu gospodarczego.
Economic transformations in Poland, among other things, raise a fundamental problem of determining the proper guidelines on the development of particular regions. The problem is of vital importance in the case of old industrial regions where ecological conditions create basic barriers to meeting the social and economic objectives. It is generally recognized that the implementation of ecological development is the solution ensuring the survival and development of these regions. An attempt has been made in the article to determine the economic premises which condition the embarking of an old region's economy upon ecological development. The problem is considered from the aspect of the region's development target. Special attention is drawn to the negative effects of reducing the size of regional income on the processes of environmental protection. The author has also determined the internal and external factors influencing the gradual elimination of natural barriers to the economic growth of a region. Achieving the gradual elimination of ecological barriers requires the drawing up of an appropriate strategy to create indispensable conditions for the economy of an old region to enter into ecological development.(original abstract)
