Abstrakty

Przedmiotem artykułu jest funkcjonowanie i znaczenie funduszy parabudżetowych (celowych) w gospodarce finansowej samorządów lokalnych do 1991 roku. Autor przedstawił motywy ich tworzenia, system wybranych funduszy w 1990 roku (ogółem funkcjonowało ich ok.70) i ich miejsce w budżetach gmin w 1991 roku przed reformą samorządową.

While reactivating the local self-government in Poland, parabudgetary funds as a source of financing the rural district's objectives were abandoned. At the beginning of the nineties the self-government's budget was perceived as the one and only fund to satisfy the needs of a given community. Financial problems of rural districts forced the local authorities to search for alternative sources of financing their activities. A discussion whether it was right to liquidate parabudgetary funds at the rural districts level in Poland has become a current issue, the more so that in many highly developed countries these funds are an inseparable part of the financial economy. Basing on the related literature and empirical studies, the author states that under present systemic conditions this form of financing the local objectives can still be usefull.(original abstract)
