Tax on Business Activity of Natural Persons in the Form of Tax Forms Treated as Own Income of the Budget of Rural District Administration

Przedstawiono ogólne zasady opodatkowania w formie karty podatkowej, a następnie zaprezentowano znaczenie dochodów z karty podatkowej w strukturze budżetu miasta Poznania w latach 1992-1994. Autor ocenia obecną konstrukcję tego podatku i jego funkcjonowanie jako dochodu własnego gminy i proponuje zmiany, które mogłyby się przyczynić do zwiększenia jego roli w dochodach gmin.
Tax on business activity of natural persons in the form of tax forms is a component of own incomes of local self-governments budgets. The related literature distinguishes the criteria which should be taken into account by legislator while determining the sources of these incomes. Among others the following postulates are put forward: a) the sources of income should by fiscally efficient, b) local self-government should decide about the structure of their particular own incomes. In practice the revenues from tax on business activity of natural persons in the form of tax forms may, under certain conditions, be a considerable source of income for the budget of rural district administration. However, legislative competence of self-governments as regards this tax is very small. This restricts the possibilities of increasing budgetary revenues from the tax in question and using it by self- -governments as a financial instrument influencing the decisions of economic entities.(original abstract)
