The System of Municipal Bonds in the United States and in Poland

Przedmiotem artykułu jest problematyka związana ze zbyt małym wykorzystaniem przez samorządy lokalne w Polsce możliwości emitowania obligacji komunalnych. Autorka przedstawiła typy obligacji komunalnych emitowanych przez samorządy terytorialne w USA, warunki ich emisji, zasady emisji obligacji komunalnych w Polsce i możliwości ich rozwoju.
In the United States emission of securities is one of the main sources of financing investment undertaken by local self-governments. For the investors municipal bonds are one of the most secure forms of investing capital. A well-developed secondary market for these securities, their variety as well as tax exemptions and reliefs connected with the bonds encourage economic entities to purchase them. In Poland only few local self-governments issued municipal bonds. In most cases this undertaking was a failure. The reasons for this can be found mainly in legal regulations concerning incurring loans by local self-governments. Emission of municipal bonds is also influenced by a difficult situation of municipalities themselves (e. g. the lack of qualified staff) and low demand for municipal securities. At present, under unstable economic and legal conditions the emission of municipal bonds in Poland is very difficult.(original abstract)
