Omówiono funkcje samorządu terytorialnego w rozwoju miasta i gminy, kierunki przekształceń w miastach wojewódzkich w Polsce i problemy finansowania rozwoju sektora samorządowego w tych miastach.

The paper deals with problems involved in the financing of Poland's local self-government sector under the terms of the market economy. It consists of two parts. The first deals with the financial and economic system of territorial local self-government. It contains an analysis of the functions local self-governments play in the development of towns and communes, as well as an analysis of the structure of taxes in the Polish tax system. It additionally presents the local self-government and administrative system in Poland. The second part contains an analysis of the directions of changes affecting the capitals of Poland's provinces as well as of incomes and expenses of communes' budgets and of those of the provincial capitals.(original abstract)
