Economic Conditions of Structural Changes in the Rural Areas and Agriculture Treated as Elements of the Food Economy

Przedmiotem opracowania są trudności adaptacyjne gospodarki żywnościowej do wymogów gospodarki rynkowej. Autorka zwraca uwagę na postawy zachowawcze rolników, zapóźnienie ekonomiczne, technologiczne i infrastruktukturalne polskich gospodarstw rolnych, bardzo znaczne rozdrobnienie struktury agrarnej w stosunku do krajów Unii Europejskiej, gdzie wielkość graniczna gospodarstwa - to 20 ha (w Polsce 50 procent gospodarstw nie osiąga 5 ha), ciągle monopolistyczną strukturę otoczenia rolnictwa i konieczność większego włączania się władz lokalnych w przedsięborczość na swoim terenie, a także wadliwy system subwencjonowania rolnictwa.
The article tries to determine the most significant economic conditions of accelerating the process of adaptation of the rural areas and agriculture to the free market in Poland. Deductive conclusions empirically modified by experiences from the period of 1990-1993 confirmed, first of all, the necessity for profound transformation in the economic structure of all the links in the food sector and also for changes in the relations between them in favour of non-agricultural branches. Acceleration of the development of the economic environment of agriculture is a fundamental condition - on the one hand for the improvement of quality and the reduction of food production costs and, on the other hand - for shifting a considerable par of huge resources of low efficiency agricultural workforce to non-agricultural branches. Making these processes dynamic constitutes also a significant premise for the multifunctional development of both farms and rural areas. The creation of expansive economic structures of local districts administration, particularly of rural districts, requires stimulation of individual and team entrepreneurship of food producers as well as self-governments and local authorities on the basis of the prepared strategies of development. These processes should be supported by state interventionism promoting entrepreneurship oriented towards rationalization of the economic structure of rural districts and particularly towards creation of new jobs in non-agricultural spheres of the economy and the development of non-agricultural trends of activity in farm households.(original abstract)
