Abstrakty

Przedstawiono problematykę interwencjonizmu, a w szczególności jego skrajną formę - etatyzm - w handlu zagranicznym Polski w okresie międzywojennym i w gospodarce socjalistycznej, nowe zjawiska we współczesnym interwencjonizmie międzynarodowym, zwrócono uwagę na konieczność wypracowania odpowiedniej polityki gospodarczej w odniesieniu do handlu zagranicznego Polski i budowę określonego systemu handlu zagranicznego posługującego się współczesnymi formami interwencjonizmu jak np. w krajach Unii Europejskiej.

Transformation of the Polish economic system, taken up in a evolutionary way at the turn of 1989/1990, caused profound changes in the system of organisation and activity off all sectors of the national economy, including foreign trade. Elimination of the so-far existing monopoly of state in co-operation with foreign countries involved, among others, lifting of the so-far binding mechanism and instruments of its regulation and support which, in consequence, led to changes both in the structure and organisation of the Polish foreign trade. These changes are discussed in chapter one of the article. It is generally believed that under imperfection of the market, application of various kinds of mechanism of supporting and regulating trade relations is fully justified, particularly in foreign trade exchange. A clear example of this is the policy of the European Union and other economic superpowers which apply a particularly diversified set of these instruments. The current situation in international trade is discussed in chapter two. Chapter three presents the needs for changes of the situation in Poland trough a prompt preparation and implementation of the programme of economic co-operation between Poland and foreign countries, based on concrete mechanisms and instruments of regulation and support following foreign patterns. Finally, the author presents the effects which the implementation of interventionism policy strengthened by state protectionism will have on the volume and structure of the Polish foreign trade.(original abstract)
