Autor skoncentrował swoje rozważania wokół idei Neomarshallowskich okręgów przemysłowych. Omówił koncepcję rozwoju Trzecich Włoch ("Terza Italia") oraz modyfikacje włoskiego wzorca; modele duński i holenderski. Następnie podjął próbę ich wykorzystania w rozwoju małych i średnich przedsiębiorstw w Polsce w postaci modelu "lidera".

This article presents an idea of Neo-Marshall Industrial Centers, with a particular regard granted to the development concepts of the Third Italy ("Terza Italia"). An idea of economical activating by the independent and spontaneous initiative moving in an upward direction was born in Italy in the 1960's. It was about creating local networks by using family, social and professional structures in the traditional and rich historic background that already existed in particular small towns and villages. The aim was to produce a common employment of local natural resources, infrastructure, skills and labor resources and numerous informal contactc to develop own production and services. Networks, so called "clusterings", that had been created that way lead to shaping of specific industrial regions (all-economical, actually). Small and medium-sized businesses that were the elements of those regions by means of using the powers of local councils, scientific centers and mass-media were able to successfully compete with modern products and services on international markets. Italian experiences have been imitated and modified by many European countries (Danish and Dutch models). At the moment in Poland, as a consequence of a dynamic development of small and medium-sized businesses, such models may be usefully applied as a "leader" model. (original abstract)
