Abstrakty

W artykule zaprezentowano makro- i mikroekonomiczne problemy związane ze zmianami standardów emisji zanieczyszczeń w sektorze energetycznym. Zagadnienie to jest rozpatrywane z punktu widzenia producentów energii. Zdaniem autora oddziaływanie standardów emisji spowoduje, że producenci energii nie będą mogli ograniczać pola swoich decyzji jedynie do wyboru technologii oczyszczania spalin. Producent zmuszony będzie do rozważenia i skojarzenia wielu działań, począwszy od zmian w technologii produkcji, przez różne przedsięwzięcia proefektywnościowe, aż do rozszerzenia wielkości sprzedaży.

The article presents some macro- and microeconomic problems connected with applying emission standards to the electroenergy sector. The author presents the faults and virtues of these standards. The problems have been analysed from the producers point of view. The choice being made by the producer have been especially taken into consideration. According to the standard the producer's reactions may take into account the need of increasing the effectiveness of energy asquisition. The application of emission standards will increase the costs of energy. Energy producers do not see any need to adjust themselves to emission standards. To prevent the failure of the policy of reducing the emission it is necessary not only to introduce new emission standards but to prepare the producers of energy for their new role as well.
