Emission of Municipal Bonds on the Example of the Town of Płock : Possibilities. Procedures. Application

Przedmiotem artykułu jest przedstawienie procedury i sposobu wykorzystania emisji obligacji komunalnych, która była przeprowadzona przez Płock w 1993 roku. Porzedstawiono możliwości i sposoby emisji obligacji komunalnych jako jednego ze sposobów na zwiększenie dochodów budżetowych miasta, przeznaczonych na poszerzenie zakresu i przyspieszenie tempa realizacji niezbędnych inwestycji komunalnych.
The aim of this article is to present the possibilities and way of emitting municipal bonds as one of the possible ways of increasing the town's budget allocated for indispensable municipal investments. The studies prove that 40.0 procent of the intended emission of bonds were sold. Among many reasons why all the bonds were not sold are the following: 1) no tax relief in individual income tax when purchasing municipal bonds despite the fact that a given sum could be written offf when purchasing state bonds, 2) no tradition of investing in municipal bonds, 3)insufficient promotion of the bonds (no offer for those possesing substantial financial means, no repeated advertisements), 4) no offer of selling concrete attractive estate in advertisements before and in the course of the emission, 5) wrong choice of the bank servicing the emission unable to fulfill requirements of the emittor. As compared with commercial credit, bonds were relatively expensive for the town of Płock. However, they proved to be an alternative solution. Employess of the town authorities got acquainted with emission related procedures and are well prepared to introduce the subsequent series. Two more complex emissions are planned. Revenues will be destined for the construction of trade centre. The anticipated period of redemption will be five years. The redemption will not burden the town budget but will be financed from the revenues from investment exploitation. The second emission in 1995 is to provide means for starting and financing entrepreneurship incubator. The decision to carry out these more difficult and more complicated emissions required the experiences gained in the years 1993-1994.(original abstract)
