Abstrakty
Artykuł poświęcono problemowi przekształceń ubezpieczenia społecznego w Polsce. Omówiono proponowany projekt programu reformy ubezpieczeń społecznych, podstawowe zasady ubezpieczeń, zagadnienie waloryzacji świadczeń po reformie, zasady obliczania świadczenia oraz przewidywane zmiany w Funduszu Ubezpieczeń Społecznych.
The paper shows some problems and controversies of the reform of social insurance. The author indicates the necessity of the reform of social insurance as the system of social insurance in Poland is inefficient and does not satisfy the expectations of the insured. Introduction of changes without social consent may lead to contraditions and conflicts. The reform of social insurance in Poland should be based on our own long-lasting experience and should also take into account some solutions of continental Europe. This means that the concept of old age pension is related to the concept of payment well-deserved by contribution of long-lasting work which was a basis for paying insurance premiums.
