Abstrakty

Celem artykułu jest udowodnienie dwóch twierdzeń: że postzimnowojenny system bezpieczeństwa znacznie różni się od bezpieczeństwa w okresie powojennym (czy też w innym okresie współczesnej historii Europy) oraz że w dobie postzimnowojennej najlepszymi gwarantami bezpieczeństwa są instytucje międzynarodowe. Autor omawia ewolucję układu sił między państwami europejskimi po upadku porządku jałtańskiego, a także zagadnienie koncepcji struktury instytucjonalnej, która w postzimnowojennej Europie mogłaby być gwarantem bezpieczeństwa. Podkreśla, że nierównomierny rozwój instytucjonalny oraz w zakresie bezpieczeństwa militarnego i ekonomicznego mógłby mieć katastrofalne skutki dla Europy.

Proving the two statements is the purpose of this article. One is that the post cold war security system differs greatly from the safety in the post-war period (or in the different period of the contemporary Europe history) and that in the post cold war period international institutions are the best guarantors of the safety. The author is discussing the evolution of the balance of powers between the European states after the fall of the "Yalta order", as well as the problem of the institutional structure conception, which in post cold war Europe could be the guarantor of the safety. It is underlined, that uneven institutional development and such uneven development in the scope of military and economic safety could have disastrous effects for Europe. (AT)
