Abstrakty

Omówiono sytuację w mieszkalnictwie od początku lat 90-tych. Przedstawiono rolę władz państwowych w procesie poddawania gospodarki mieszkaniowej zasadom rynkowym i rolę władz lokalnych w opracowywaniu lokalnych strategii rozwoju budownictwa mieszkaniowego.

The subject of the paper is main problems connected with the residential housing crisis and a presentation of main directions of relief actions both on state authorities level and locally. At the beginning a general state of this branch of national economy is presented and the reasons for such situation. The specific character of residential housing is presented in the period up to 1989 as well as conditions resulting from system transformation. The paper emphasises the necessity of State intervention in overcoming the housing crisis. This is realized through different direct and indirect actions (e.g. through taxation). Active approach to this problem on the level of local authorities is a supplementing bat extremely important element. Creating local developmental strategies for residential housing including repair economy in existing resources, as well as building new housing is indispensable. Main directions of realization and financing of residential housing at the level of local self-government are described.(original abstract)
