Problems of Adjustment of Enterprises under Transformation vs. Proexport Policy

Określono płaszczyzny analityczne pozwalające lepiej zrozumieć problem nieumiejętności zachowania się przedsiębiorstw postsocjalistycznych w warunkach gospodarki rynkowej oraz zidentyfikowano przejawy nieprzystosowania w poszczególnych płaszczyznach ze szczególnym uwzględnieniem współpracy gospodarczej z zagranicą. Podkreślono rolę strategii eksportowej przedsiębiorstwa w rozwiązaniu problemu przystosowawczego. Sformułowano zalecenia odnośnie do pożądanych kierunków polityki gospodarczej (polityki proeksportowej) mającej wspierać procesy przystosowawcze w eksportujących przedsiębiorstwach.
In the period of transition to market economy enterprises frequently have to deal with the socalled adjustment problem, i.e. inability of a firm to function in an environment regulated by the market mechanism. Adjustment problem usually relates to all aspects of the functioning of an enterprise, i.e. to its activity on the home and foreign markets. The adjustment problem in an enterprise can be analysed on three planes: system regulation, institutional plane and structural plane. The symptoms of maladjustment on particular planes as well as its macro and microeconomic consequences, including economic cooperation with foreign countries (mainly exports) are presented in the first part of the article. To solve the problem of adjustment two kinds of activities must be undertaken: at the micro-level-preparation and implementation of adjustment strategic, at the macro-level-economic policy which favours adjustment programmes. The second part of the article is devoted to activities undertaken at the micro-level. Maladjustment may be liquidated through properly prepared adjustment programmes. Devising and implementing export strategies can be useful in solving the problems connected with export activities. The third part of this paper deals with the role of the government's economic policy, including proexport policy. It is an attempt to answer the following questions: To what extent the real behaviours of economic entities are determined by the economic policy and to what extent are they autonomous? What does "proexport policy" mean? Who is it addressed to? What are the mutual relations between the proexport policy and other areas of economic policy? (original abstract)
