Abstrakty

Jedną z głównych cech rynku pieniężnego w Polsce w okresie 1993 - I poł.1995 było występowanie zjawiska nadpłynności. Nadpłynność na rynku międzybankowym związana była przede wszystkim ze wzrostem rezerw walutowych banku centralnego i wzrostem zadłużenia budżetu państwa. Stanowiła także wtórny efekt racjonowania kredytów na rynku otwartym. Autorka omówiła założenia i uwarunkowania polityki pieniężnej, impulsy pieniężne transmitowane do gospodarki przez NBP: poziom rezerw obowiązkowych, manipulowanie stopami procentowymi banku centralnego, przeprowadzanie operacji otwartego rynku i korygowanie kursu walutowego oraz kształtowanie się stóp procentowych na międzybankowym rynku pieniężnym.

One of the main features of the monetary market in Poland in the period between 1993 and the first half of 1995 was the phenomenon of excessive liquidity. That was directly related with the growth of the central bank's monetary reserves and the increase of the budget deficit, in particular on the inter-bank market. Also, it constituted a secondary effect of rationing credits on the open market. The author discussed the assumptions and conditions of monetary policy and the instruments, at the disposal of the National Bank of Poland (NBP), by which the NBP can influence the monetary market. Then, the paper addresses the issues of the level of compulsory reserves and how the central bank's exchange rates can be used to steer the economy into a desirable direction. Moreover, it gives insights into the methods of carrying out of the open market operations and provides statistics on the inter-bank exchange rates. (J.W.)
