Abstrakty
W artykule przedstawiono podstawowe kryteria samodzielności finansowej gmin (odpowiednie środki dla realizacji własnej polityki, struktura dochodów oraz możliwość ich kształtowania). Autorka przeprowadziła badania dotyczące sytuacji finansowej gmin na przykładzie województwa białostockiego w latach 1993-1997. Struktura dochodów i wydatków tej gminy wskazuje na to, że maleją dochody ogółem gminy, mimo wzrostu subwencji.
The subject of this elaborate is shown criterions of financial independent local governments. The scienntific researches have been carried out in muncipalities of Białystok province, becouse of fixed range of financial independent. The local government is the main form of life in local scale in Poland. The independent is one of the important aspects of local activity. The independent of muncipalities have been guaranteed in the main lawing acts in Poland. The financial independent of local units is depended on gaining budgetary receipts and expending financial means. The most important thing is having the right means to realized own policy in local government. Also the important thing is having the right relations between the own receipts and receipts from government for example: grants, subventions. The important thing is the structure of expenses for local development. It means which part of expenses is spending for investment, and which part of expenses is spending for current activity. The results of scientific research is showing the unfavourable situation local governments in range of financial independent in Białystok province. It comes from unstable of municipalities acts. The local governments had to realize the purposes but they didn't have enough means to do it. (original abstract)
