Incomes of New Units of Territorial Self-Government in Aspect of Decentralization of Tasks and Public Finances in Poland

Autorka przedstawia ustawy regulujące zasady ustrojowe, organizacyjne i finansowe nowych samorządów terytorialnych, zamieszcza mapkę nowych województw i gmin, a także omawia proces decentralizacji zadań publicznych w Polsce w oparciu o zasady pomocniczości, solidarności społecznej i unitarnego charakteru państwa polskiego. W artykule przedstawiono również strukturę dochodów nowych jednostek samorządu terytorialnego.
One-gradual territorial self-government in Poland will be supplemented by district and provincial self-government from January 1, 1999. A public affairs management decentralization will take place that will appear in transfer of considerable part of competences and public tasks to district and provincial self-governments. All local affairs that are not realized by communes, wherein especially these administration taskas and public services that have territorial supracommunal reach, will be realized by district self-government. Tasks connected with conducting of regional policy and with realization of public services with regional reach will be given to provincial self-governments. A new system of legal regulations will come into being that define construction and existing of incomes of territorial self-governments. A territorial decentralization of financial system will take place that should be contributive in result to increase rationality of public financial sources managing. (original abstract)
