In the article the author makes an attemt at the assesment of the functioning of the Agency of Regional Development, SA in Bielsko-Biała, the determination of its importance and place in the creation of the institutional framework in the Bielsko voivodship, which has an significant bearing upon the processess of development and restructuring of the area. The assesment was based on the results of the four years of the functioning of the Agency and opinions of other institutions conserning the intensity and effectiveness of its activities, which was the subject of the analysis conducted on the territory of the voivodship within the framework of the research project "Regional and Local Conditions and Factors of Poland's Restructuring" carried out in the late 95 and early 96.(original abstract)
