Abstrakty

Proces poprawy stanu środowiska jest w Polsce faktem, a od ostatnich pięciu lat (1994-1998) nie wiąże się bezpośrednio ze spadkiem produkcji przemysłowej. Jednakże wejście Polski do Unii Eropejskiej wymagać będzie spełnienia określonych wymagań w zakresie ochrony środowiska. Autor zidentyfikował wymagania zawarte w dyrektywach UE, przedstawił metodykę obliczania korzyści ekologicznych wynikających z przyjętych uregulowań prawnych zgodnych z normatywami UE, konkretne korzyści takie jak poprawa zdrowotności całej populacji, czy spowolnienie destrukcji budowli, korozji i powrót do naturalnego odczynu pH gleby. Przedstawił przykładowe obliczenie konsekwencji implementacji dyrektywy 271 (redukcja zanieczyszczeń wobec komunalnych oczyszczalni ścieków) dla Gdańska i Sopotu.

In the article the author discusses the consequences resulting from the changes in the environment protection standards after Poland's accession to the European Union. In the article the author discusses ecological (environmental) benefits themselves and then outlines methods of their estimation. The author also discusses from the macroeconomic perspective the impact of the new regulations on society's welfare. The mentioned methods of ecological benefits estimation were illustrated with proper algorithms. The author describes in detail the application of the said method in the case of the sulphur dioxide deischarged to the atmosphere. The potential accuracy of estimates obtained while applying the proposed algorithm was questioned as a consequence of arbitrary projections of Poland's economic development and indicators of technological progress. Finally, the author identified the areas in which there may occur the benefits resulting from the better environment protection standards, which, in the long run, will improve the quality of the environment. The author also calculated ecological benefits for the Gdańsk and Sopot urban complex. (original abstract)
