Abstrakty

Kryzys walutowy, jaki dotknął Meksyk w 1994 r. określono jako pierwszy kryzys finansowy XXI wieku. Był to nowy typ kryzysu wywołany w znacznym stopniu przez sposób funkcjonowania globalnych rynków finansowych i strategie działania inwestorów na "rynkach wschodzących". W artykule przedstawiono uwarunkowania kryzysu meksykańskiego, jego przebieg i skutki, drogi wychodzenia z kryzysu oraz wnioski.

Globalisation of financial markets and mass flows of capital face "emerging markets" with serious challenges. In view of the poor stability of international financial markets and the possibility of rapid changes to the streams of capital flow, economic policy should rather discourage large inflows of short-term capital. Current account deficits should be financed by long-term direct investments, and not portfolio investments. If short-term capital is used, it is essential to maintain an appropriate level of currency reserves. Even large reserves will be insufficient if the country is to defend its currency exchange rate against devaluation over an extended period. The magnitude of the reserves must correspond in value with so-called speculative capital, in order not to expose the economy to serious disturbances in the event of outflow of this capital. Access to information is also very important, so that foreign investors are not thrown into panic when they do not know in which direction the crisis will develop. The Minister of Finance and the central bank should both give clear signals about economic policy. So-called healthy macroeconomic foundations are not always sufficient to stop investors at times of panic, but even if the crisis eventuates, its consequences may be less serious. Investors are then also inclined to return sooner to the market concerned.(original abstract)
