Przedmiotem zainteresowania autorów opracowania jest system aktualizacji opłat z tytułu użytkowania wieczystego gruntów lub zarządu gruntami opracowany przez profesora J. Czaję. Istota programu sprowadza się do wykorzystania do szacowania wartości nieruchomości modelu ekonometrycznego. Zespół autorski dopatrzył się kilku wad w tym programie, które rozpatrzył w trzech aspektach: formalnym, użytkowym i numerycznym.
In this essay authors presented their considerations on computer application - "Charge Actualisation System" - worked out by Prof. Czaja. This application use some econometrical model to estimate the values of real estates. The remarks authors made should be considered in 3 aspects: formal, applicable and numerical. First of all there is no doubt that the model which was made to interpolate, cannot be used to extrapolation. The other problems are: the set of variables, their redundancy, appropriate selection of cases to estimate the structural parameters of model and finally to estimate the value of real estate, complicated analytical form of the model and analytical form of the time function. Authors reminds that within a framework of statistical research, 4 types of analysis should be made. These are: analysis of distributions, analysis of spatial regression, analysis of time regression and time series analysis. (original abstract)
