Autor skoncentrował swoje rozważania wokół zagadnienia motywów wprowadzenia elastycznego czasu pracy. Motywy te zawierają różne interesy uczestników. Motywy od strony przedsiębiorstwa są niekoniecznie identyczne z motywami od strony pracodawcy albo z interesami politycznymi. Im wcześniej np. przedsiębiorstwo uwzględni elastyczny czas pracy jako strategiczny instrument w swoim planowaniu, tym bardziej skuteczne jest zastosowanie tego instrumentu i tym bardzej pozytywne będą rezultaty dla przesiębiorstwa w walce z konkurencją.

The motives for flexible working hours include the different interests of the participants. If how and at what time the company and the rest of the participants react to the demand for flexible working hours determines the success of the project. For instance, the earlier a company uses flexible working hours as a strategic tool for ist corporate planning, the more successful the use of this instrument will be and the more positive the results for the company in competition. The company's motives are not necessarily the same as those of the employees or political interest. A solution that is reasonable for all parties must be found to allow a high acceptance by all participants. (original abstract)
