The administrative reform in Poland which increased the independence of local authorities will stimulate local initiatives aimed at improving the living standards of local communities. An important range of these initiatives is economic development, founded on the components of regional structure. For various (e.g. historic, political, or social) reasons, the structure of these componets is spatially diverse. Determination of these components and measurin their weight against the backgroung of surrounding self-government units may be the basis of creating the local development strategy and policies to utilise the most favourable economic functions. Among these functions a more and more significant role is played by Polish tourist industry. The choice of development strategy based on tourist industry may be supported studies examining the position on the ranking list, detrmined by a distance from the benchmark. For the districs and provincial authorities, the results of such studies may be a tool for selection of perspective development regions, characterised by favourable conditions for venture capital. For the local authorities, the results of such studies may be a tool for the choice of marketing instruments to be used in capital market. The paper gives a methodological suggestion to be widely used and to make constant control of efficiency of the local authorities against their competitors background. (original abstract)
