W artykule omówiono sferę usług społecznych (oświata, kultura i służba zdrowia) w Polsce od czasów powojennych do lat dziewięćdziesiątych. Przedstawiono założenia i budowę strategii podmiotów usług niematerialnych w obecnych warunkach gospodarki rynkowej.

Under conditions of the command economy organizations rendering social services had little influence on their own activity strategies. They were almost entirely determined by superoir levels. That's why, in relation to this period one can say about manipulation strategies of superior levels. This kind of strategy forced adjustment reactions from the organizations operating in the social services sphere too. In the transformation period limited budget resources constrained the organizations rendering social services to accept surviwal strategies in form of various economizing projects. The period of transformation also induced reforms in the sphere under consideration. (original abstract)
