Artykuł ma na celu wykazać jak istotnym elementem rozwoju wsi i obszarów wiejskich może stać się pomoc finansowa z funduszu przedakcesyjnego SAPARD. Autorzy skupili się na rolnictwie województwa małopolskiego, ze względu na jego specyficzne problemy związane z daleko posuniętym rozdrobnieniem i brakiem własnego kapitału.

The authors of the present report indicated the importance of the community pre-accesion aid SAPARD for the development of rural areas. They stress that Poland as a whole will benefit from this financial support on the part of the EU. In particular, in the present report, its authors focus on the agriculture of the Małopolska region and its specific problems. The unique situation of the discussed region resulted from deep fragmentation of agriculture and lack of own capital. However, the Małopolska region has many advantages which can be utilised, given government support. The financial aid of SAPARD will be allocated mainly to two sectors: dairy production and meat production. The financial support should strengthen the two above mentioned sectors and allow them to improve the quality of their products. The stimulation of interest groups arising from this process will affect the competition in the agriculture and food sector. Moreover, the financial aid will assist to develop and upgrade rural infrastructure, whereas the rise of non-agricultural enterprises shall strengthen the investment attractiveness of the region. Marketing, information and promotion activities will create the modern image of products made in Małopolska. (original abstract)
