A New Solution to the External Debt Problem in Subsaharan Africa

Abstrakty
Omówiono problemy wewnętrzne i zewnętrzne, które wywołały zadłużenie zagraniczne krajów Afryki subsaharyjskiej. Przedstawiono zasady na jakich funkcjonują Klub Paryski i Klub Londyński. Zwrócono uwagę na nowy projekt oddłużenia krajów Afryki o nazwie DENI (Direct Expatriate National Investment Model for Relief of Debt). Projekt ten przewiduje odkupienie kredytów krajów Afryki zaciągniętych w Klubie Paryskim przez samych Afrykańczyków zamieszkałych za granicami kontynentu, przy obniżce wynoszącej 90 procent.
The debt in subsaharan Africa is one of the main problems that handicap the development of many countries in the region. Some a number of solutions have been presented and put in practice but without satisfactory results. A new proposition is being analysed by international organizations. It is DENI-Direct Expatriate National Investment Model for Relief of Debt. The Deni model states that Africans staying abroad should buy their countries' debts on the international share markets at the actual rates that are around 10 cents to one dollar of debt. The buyers would in exchange get shares of firms being privatized in their homelads.(original abstract)
