Przedstawiono ustalone przez Ministra Finansów (Rozporządzenie z 6.10.1998 r.) zasady kształtowania i kalkulacji taryf w obrocie ciepłem oraz zakres i wysokość opłat za nielegalny pobór ciepła. Zapoczątkowały one proces normalizacji zasad dystrybucji i właściwego rozliczania za dostarczoną odbiorcom energię cieplną.
The energetic law in abeyance from December of 1997, extorted on the energetic companies operating in realities with the economic market, the necessity to a constant adjusting the cost of heat to the actual cost of production (purchasing), distribution and transformation in the heating knots of the heating energy, taking under the consideration the tariffs of subordinate receivers. Taking under the consideration the necessity to protect the economic activity of the energetic companies, the regulation of the Financial Minister from August 1998, decided on the range of charges for the illegal collection of heat, including; heat collection without a sale agreement or inconsistent with the agreement, especially omitting entirely or partially the structure of settlement.(short original abstract)
