Ways of Dynamizing the Processes of Stengthening Banking Co-operative Sector in Poland

Referat jest próbą sprecyzowania kierunków rozwoju i umacniania się zaplecza kapitałowego banków spółdzielczych, w warunkach gospodarki rynkowej. Autorka omówiła rozwiązania legislacyjne, zmierzające do zwiększania roli spółdzielczego sektora bankowego w Polsce, zainicjonowane w połowie lat 90-tych przez NBP i Ministerstwo Finansów.
Broadly understood system changes which started in Poland in 1989 changed the attitude towards the of banks. Co-operative banks joined market economy with much difficulty and made mistakes which lead banking co-operative sector to deep crisis, and, in consequence, to the interference of the state. The effects of actions taken savour with optimism. During the last years high increase of own net funds of co-operative banks, accompanied by double increase of tross funds possible to: 1. exempting co-operative banks which realized restoration programmes from the obligation to establish obligatory reserves; 2. debt redemption within the confines of D series bonds and NBP's bill aid; 3. loans fom the Banking Safety Found; 4. exempting and postponing income tax; 5. processes of taking over of fusing co-operative banks, 6. profit accumulation. Stimultaneously, bearing in mind the subsequent dangers these banks will have to face, related to, for instance, the escalation and intensification of competition, shrinking profit margins and low technological standard makes verifying and re-defining the purposes of cooperative banks in Poland indispensable, especially that these banks can soon be the only exclusively Polish banks in the state banking system.
