W artykule omówiono różne definicje i istotę długu publicznego. Dokonano porównania metodologii obliczania i prezentacji długu publicznego przez polskie Ministerstwo Finansów z metodologią przyjętą w Unii Europejskiej.

This article points out the ambiquity of the notion of public debt, presenting a variety of its definitions. The basic differences between them concern: -the range of entities generating public debt, -the sources of its origin. The next problem presented, is the definition of public debt as given by the Polish Act on public finances of 1998, which was inspired by the approach adopted in the EU. This is followed by an array of classifications of public debt that can be found in theory and practice of public debt management. (original abstract)
