W artykule podjęto próbę wskazania głównych przyczyn powstania i rozwoju krajowego długu publicznego w Polsce w okresie transformacji systemowej lat dziewięćdziesiątych.

The article presents development prerequisites of the institution of public debt in Poland in the period of system transformation. In the period preceding the transformation, public debt - resulting from the need to finance budget deficit - was kept at a very low level (below PLN 1 bilion). During the system transformation period, the rapid increase of public debt was caused by many factors, including: 1.Deep recession of 1990-1992. 2.Inadequancy of the existing system of acquiring revenue in the realities of the market economy in the making. 3.Increase in budget social expenditures (mainly donations for social insurance) and in public debt service cost. 4. Crisis in banking system and government's intention to solve the problem of bad debts of enterprises. 5.Trend towards gradual conversion of foreign debt into domestic one. 6.Trend towards conversion from state to private ownership of enterprises. 7.Recognition of claims resulting from state liabilities dating from the pre-transformation period.
