Zadaniem opracowania jest określenie wpływu zasięgu zadań i kompetencji samorządów jednakowych szczebli w różnych krajach jako jednego z aspektów podejmowania decyzji o wyborze międzynarodowego partnera do współpracy. W artykule omówiono krótko ustroje samorządów drugiego szczebla w Polsce, Niemczech i Francji.

International cooperation ceased some time ago to be the sole domain of central government. As decentralization progresses in most European countries, territorial institutions are endeavouring to identify and enter into co-operation with foreign partners in order to achieve mutual benefits. In order to begin co-operation in the area of greatest interest to the given local government body, an appropriate foreign partner needs to found. This selection process involves seeking out a partner that, above all, possesses the attributes that augur success in joint undertakings. Two of the most important factors determining the effectiveness of such international cooperation are general systemic conditions and, above all, the powers of the respective local government bodies.
