Liberalism verus State Control - a Discussion on the Economic Role of the State in Poland in the Inter-War period

Abstrakty
W pierwszej części referatu sprecyzowano pojęcie etatyzmu, oraz jak zmieniał się zakres i charakter tego zjawiska (od definicji S. Głąbińskiego i A. Krzyżanowskiego do współczesności), omówiono także relacje etatyzmu i interwencjonizmu. Zasadnicza treść dotyczy jednak sporu o charakter polskiej gospodarki w okresie międzywojennym, przyjmujacego postać polemiki pomiędzy wyznawcami liberalizmu gospodarczego, a zwolennikami interwencjonizmu państwowego, gdzie etatyzmy stanowił skrajny przejaw ingerencji państwa w procesy gospodarcze.
The paper present the views of the opponents to the state's increasing role in the Polish economy in the period between wars. The discussion on the economic role of the state assumed the form of the so-called " argument about state control". State control as an extreme form of the state's interventionism which consists in direct economic activity of the state which acts as an employer, was very strongly criticized by the advocates of the calssical liberal economy. Liberalism was deeply rooted in the inter-war period. Almost all academic economists remained under the influence of the liberalist idea. In this sense, Ferdniand Zweig was right to define the Polish faction of liberalism as the "Polish school of economy". In this respect, a group of economists associated with the Jagiellonian University and centred around Adam Krzyżanowski were leading and they were jointly called the "Cracow school". All of them were influenced by the Anglo-American neo-classical school. The economists associated with the national camp who remained under the influence of the historical orientation in economy took the attitude against the state control. (original abstract)
