Rzecznik Praw Obywatelskich bardziej upodabnia się do organów prokuratury. Przedstawiono stosunki prokuratury i nowych organów na etapie ich powstawania oraz wpływ jaki one wywarły na późniejszą pozycję ustrojową i działalność prokuratury.

The chief function of both the Public Prosecutor's Office, the two Tribunals and the Ombudsman is to protect the rule of law. The author shows what the relations between the Public Prosecutor's Office and the new agencies of legal protection were like at the stage of their formation, and what effect these agencies had on the later position in the system and activities of the Public Prosecutor's Office.
