Autor uważa, że Europa musi stać się normalnym terenen dyskursu politycznego a nie miejscem coraz bardziej zawiłego i enigmatycznego "projektu europejskiego". Stwierdza, że spójność polityczna Unii Europejskiej pozostała w tyle za gospodarczą i zastanawia się na jakich fundamentach powinna być oparta integracja polityczna Europy.
The article tackles the issue of the democratic dimension of the European Union. The latter is examined in the context of the emerging community of values which - in the view of the author - lacks clear rules of the game and operational mechanisms. The paper goes on to explore the origin of calls for stronger political union in Europe. It makes the assessment that attempts to create a vanguard of enhanced integration among a small group of countries will be counterproductive to addressing the issue of the democratic deficit in the Union. The author suggests that Europe mast become a normal terrain of political discourse and not the place of idealised cult of the ever more complex "European project". (short original abstract)
