Much of the paper is devoted to discussion of the constitutional complaint. The paper describes the background of this instrument, its definition and characteristics. The paper also addresses the question of access to this remedy in the case of discrimination based on gender, and specifies the conditions that must be met to justify a complaint. The paper also presents the procedures of initiating and reviewing constitutional complaints. (short original abstract)
