Abstrakty

Obecnie w warunkach gospodarki rynkowej system pracy nakładczej jest niedoceniany zarówno pod względem jego funkcji społeczno-ekonomicznych jak i nie brany pod uwagę, jako ważny instrument aktywizacji rozwoju gospodarczego regionów i ludności dotkniętej bezrobociem. Autor rozważa zagadnienie systemu nakładczego jako formy aktywizacji zatrudnienia w środowiskach lokalnych w Polsce i Niemczech, stwierdzając, że istnienie systemu pracy nakładczej w warunkach rozwiniętej gospodarki jest ekonomicznie i społecznie uzasadnione. Ta forma pracy ma określone możliwości rozwoju, oraz zdolność do ograniczenia negatywnych skutków zmian zachodzących w naszej gospodarce.

At present under the conditions of the market economy the system of sub-contracted work is not appreciated for its social and economic functions nor it is regarded as an important instrument of stimulating the economic development of areas and population affected by high unemployment. Under the conditions of the market economy the system can function efficiently, which is confirmed by the German practice. In Poland two clashing attitudes as regards the importance of the system for the Polish economy are taken, namely: by those who favour the system and who demonstrate the necessity of its functioning in the transformation phase of the market economy and its later development, and its opponents who maintain that under the conditions of the great neglect in the infrastructure of some areas and in particular of rural areas production under this system is useless and economically unjustified. The system in question may perform its role in combating unemployment if it will ensure: minimization of capital expenditure while creating jobs, decrease of production costs by the right selection of the range of products and production stages: widening and enriching the range of products intended for export and economic stimulation of areas struck with recession.
