Autor podejmując problematykę środków walki z korupcją zwraca uwagę na to że zagrożenia praktykami korupcyjnymi dotyczą prawie każdej dziedziny życia a walka z nimi napotyka wiele przeszkód.
Corruption is undoubtedly one of the most dangerous pathologies accompanying the development of societies and states. The author quotes several historical examples: corruption was known already in the 13th century B.C. These kind of practices were well known in ancient Greece and Rome. In the modern times the plague of corruption contributed to some degree to the disintegration and fall of the Tsarist Russia. Contemporary cases of corruption show how difficult is to eliminate this pathology from public life. Still, due to considerable negative consequences of this phenomenon, it is essential to marginalize it as much as possible, so that corruption would be only an exception, not a rule in a civilized societies.
