Abstrakty

W artykule opisano powstanie i ogólne zasady działania Krajowej Izby Rozliczeniowej SA. Autor opisuje aspekty techniczne realizacji rozliczeń w systemach: Sybir (rozliczenia na dokumentach papierowych) i Elixir (dokumenty w zapisie elektronicznym). Według danych statystycznych banki zagraniczne działające na polskim rynku realizują większość swoich rozliczeń w systemie Elixir. Polskie banki przechodzące na nowy system to: Bank Polska Kasa Opieki SA, Bank Rozwoju Eksportu SA i Pomorski Bank Kredytowy SA.

The paper shows the principles underlying interbank clearing by Krajowa Izba Rozliczeniowa (National Clearing House). The author focuses, amongst others, on the history of the National Clearing House, the location of the Regional Clearing Houses in Poland, its organisational structure and basic tasks. The author describes two clearing systems "Sybir" and "Elixir", and focuses patrticularly on the technical aspects of the systems. He deals with the software and modules used by either of the systems. Additionally, he describes the BEF records used to transfer data and the mode of transmitting the coded and public keys by the Centre for Key Management. The author focuses also on the use of monitoring within the system. The last part of the paper deals with postings in selected accounts taking place during the settlement procedure, and particularly on the differences between entries reflecting the character of settlement documents (credit or debit) and the place where such entries are made (in the bank's head office or its branches). In the final part of the paper, the author attempts to isolate reasons underlying the limited share of "Elixir" settlements in the overall volume of settlements. (original abstract)
