Abstrakty

W artykule przeprowadzono ocenę podatku dochodowego od osób fizycznych jako jednego ze źródeł finansowania powiatów. Dużo uwagi poświęcono miejscu i znaczeniu tej kategorii dochodu w budżetach powiatów. W zakończeniu przedstawiono zestawienia statystyczne prezentujące rozkład kwot z tytułu udziału w PIT w przeliczeniu na jednego mieszkańca.

The decentralization of public administration, a process which began when systemic reforms were introduced in Poland, has necessitated changes in the system of public finances. The new levels of local government must have guaranteed sources of revenue appropriate to the tasks undertaken by them. These issues are regulated by the newly-adopted Law on Local Government Revenue of 1999-2000. In accordance with this statute, the revenue assigned to powiats includes a portion of revenue from personal income tax. In principle, this revenue is the only item listed in the category of internal powiat resources. The aim of this article is to assess the share of personal income tax revenue as a source of financing for powiats. The author focuses, in particular, on the position and significance of this category of revenue in powiat budgets. Revenues from personal income tax revenue are characterized by considerable regional differences, i.e., the importance of this category in a powiat's budget depends on that powiat's level of development. The author supports his arguments with an analysis of statistical data on revenues from personal income tax per powiat inhabitant. (original abstract)
