Abstrakty

W artykule autorka przedstawia założenia polityki regionalnej Unii Europejskiej uwzględniając wnioski wynikające dla Polski. Podkreśla, że jednym z warunków efektywnej polityki regionalnej jest odpowiednio dobrany system instrumentów (głównie finansowych), zaprojektowanych w celu redukowania dysproporcji w rozwoju poszczególnych regionów.

The concept of regional policy at European Community level was only elaborated at the time of the Paris Summit in 1974. It was stated at that time the aim of regional policy was co-operation aimed at harmonising the development of all EEC regions and the narrowing of differences in development levels. A turning point in thinking on regional policy within the EEC framework - indeed, what is regarded as the beginning of regional policy at the organizational level - came in 1975 with the establishment of the European Fund for Regional Development, the task of which was to eliminate regional disparities within the Community. One condition of an effective regional policy is an appropriately construed system of instruments, mainly financial instruments, designed to help reduce development disparities across regions, as well as planning documents, which constitute an essential element in the shaping and implementation of regional strategies.
