Opening-up Borders- Positive and Negative Phenomena: Crime Policy from the Perspective of a United Europe
Języki publikacji
Abstrakty
Otwarcie granic państw wschodu spowodowało wiele negatywnych zjawisk (handel uliczny, napływ obcokrajowców, czarny rynek pracy, wzrost przestępczości). Autorka wyraża swoje krytyczne stanowisko wobec tego procesu, ukazując równocześnie pozytywne aspekty otwierania granic, które powinny przewyższyć negatywne skutki.
The opening up of the Eastern borders has for the countries of Western Europe involved many negative trends (street trading, the influx of foreigners, the labour black market, an increase in crime). The authorities (including Austria) have responded to such unacceptable social phenomena, and to increasing discontent among their own citizens, by creating new, tougher legislation for foreigners. The author of the present article is critical of this process; from the viewpoint of a "United Europe" such legislation cannot be introduced. He also out the positive aspects of opening-up borders, which ultimately outweigh the negative effects. He likewise shows that Poland, just like Austria and Germany, is affected by the same (although perhaps to a lesser extent) negative effects arising from the opening-up of borders (and not only Eastern borders).
