After the Supreme Council of the Republic of Latvia passed the Declaration On Restoration of Independence of the Republic of Latvia on 4 May 1990, essential changes have taken place in country's political, economic and social systems. First legislative acts relating to the accounting reform were passed on 14 October 1992; they were: the Act on Accounting and the Act on Annual Reports of Businesses. The former regulates why and what kind of business activity needs the inspection of a certified auditor. The latter specifies that at the beginning or the end of business activities, and at the end of every reporting year the enterprise shall draw up the annual report. (JW)

Po tym jak Najwyższa Rada Republiki Łotwy przyjęła Deklarację o Odzyskaniu Niepodległości przez Republikę Łotwy w dniu 4 maja 1990 roku, w kraju tym rozpoczęto wprowadzać istotne zmiany w systemach politycznym, gospodarczym i społecznym. 14 października 1992 przyjęte zostały pierwsze ustawy reformujące księgowość, były to: Ustawa o Rachunkowości i Ustawa o Rocznych Sprawozdaniach Przedsiębiorstw. Pierwsza z ustaw reguluje zagadnienie kontroli działalności gospodarczej przez biegłych rewidentów; druga ustala, konieczność sporządzania sprawozdań rocznych, na koniec każdego roku księgowego, i na początku lub końcu działalności gospodarczej przedsiębiorstwa.
