Abstrakty
W artykule omówiono przebieg powszechnej prywatyzacji w krajach Europy Wschodniej (Polska, Czechy, Słowacja i Rosja). Przedstawiono cele prywatyzacji oraz kryteria oceny (PPP).
This paper tries to present aims of universal privatisation in post-socialist (post-communist) countries and criteria for desirable assessment how universal privatisation programmes have been implemented. The starting point is an indication of general aims for privatisation process in Eastern Europe. Universal privatisation must favour achievement of such aims.Arguments for and against application of universal privatisation within the economic transformation process have been presented in the second chapter. Their consideration is associated with some doubts concerning prevalence of universal privatisation over other privatisation ways. These doubts must be considered in shaping criteria for assessment of universal privatisation programmes. The basic task of such criteria is to find out to what extend implementation of the programmes favours achievement of privatisation aims. In the further part of the paper the problems of universal privatisation have been presented in its practical aspect, on the basis of the programmes that have already been implemented in the Czech Republic, Russia and Poland. Conclusions drawn from observation of these programmes are not final yet, as their effects are not fully apparent. (original abstract)
