W artykule przedstawiono problematyką grupowego wyboru. Kenneth Arrow jako pierwszy podjął próbę jej sformalizowania. Podstawowym pytaniem w tym zakresie jest sposób urzeczywistnienia upodobań społeczności - czy też jej części uczestniczącej w ankiecie, wyborach lub innej formie głosowania - w postaci konkretnego jednego rozwiązania.
What should the preference of the group be to be best harmonised with the preferences of its individual members? One of the answers to this question is a famous statement by Arrow about the dictator. The paper is an attempt to indicate other constructions of group choice functions. Weakening the assumptions of the above-mentioned statement we gain a function which in a sense best reflects the preferences of a population. Simulaneously it is devoid of the dominant in the Arrow's statement dependency on the method of numbering society members. The paper also presents mathematical basis for creating coalitions and the principles of constructing qualified majorities applied in any electoral systems. (original abstract)
