Abstrakty

Niniejszy artykuł przedstawia doświadczenia Irlandii w efektywnym wykorzystywaniu funduszy strukturalnych Unii Europejskiej (lata 1989-1999 oraz plany na 2000-2006). Są one ujęte na tle przemian gospodarki irlandzkiej oraz członkostwa tego kraju w UE. Analizą objęte zostały: planowanie i negocjacje pomocy, struktury kolejnych przyjętych strategii, struktura wydatków, sprawność systemu zarządzania, makroekonomiczne efekty pomocy oraz krytyczne wnioski z ewaluacji programów. Artykuł, identyfikując główne czynniki irlandzkiego sukcesu - strategiczne myślenie oraz zdolność uczenia się -dowodzi, że pomoc strukturalna UE musi być umieszczona w kontekście szerszych działań prorozwojowych (gospodarczych i społecznych). The paper describes experience of Iceland in effective use of the EU structural funds (in years 1989-1999 and plans for years 2000-2006). The analysis includes planning and negotiations, structure of next strategies, structures of expenditures, efficiency of management, macroeconomic effects of aid and critical conclusions from evaluating of programms.(MP)
