W opracowaniu przedstawiono administracyjne podejścia stosowane w celu likwidacji sporów wywoływanych przez poprawki wyceny transferu aby uniknąć podwójnego opodatkowania. Opisano trzy aspekty przestrzegania zgodności wyceny transferu: praktykę kontroli, ciężar dowodu i systemy kar.
The present stage of global economic development is significantly different from that seen at the beginning of the decade. One of the salient features of this is that now the majority of international trade in goods and services is the preserve of multinational companies. This tendency has been evident for the last twenty or thirty years. Globalisation means that existing political and economic barriers erected by countries can be loosened or lowered more rapidly than ever before, and that companies can merge and become multinational corporations with a global reach. This has led to a very swift rise in the percentage of international trade carried on between different branches of one multinational enterprise. The relentless growth and development of multinational enterprises has complicated international transactions. This has a direct both on the level of increase in world trade, and on the occurrence of problems connected with establishing taxable income and the duty value of traded goods. (original abstract)
