W artykule omówiono podstawowe zasady procesu programowania i planowania regionalnego i lokalnego. Przedstawiono procedurę tworzenia i realizacji strategii rozwoju regionalnego i lokalnego.

The article focuses on presenting the outline of problems of the local government activity development. The administrative reform has created the new qualitatively situation and process of social - economy development of the coutry. Focusing especially on the process of managing of its area and determining and realization of the development's goals. Strategy management instruments seem to be the requirement of the moment and should be used by local government. However the lack of experience is seen in that matter. The lack of knowledge about usage of the objective methods in recognision of the own area its surroundings and changes which in it are taking place. Moreover unstability of the comprehensive solutions and lack of well qualified personnel makes the process a little efficient. (original abstract)
