W artykule pokazano zróżnicowanie w poszczególnych powiatach województwa dolnośląskiego pod względem wysokości dochodów budżetowych powiatów, jak i również pod względem poziomu i udziałów wydatków inwestycyjnych w latach 1999-2000.

Expenditures on investment play an important role in the budgets of territorial self-government entities. It's worth noticing, that the amount of current expenditures is closely connected with the territorial self-government functioning, however investment expenditures affect current and future level of local community collective needs, and also decide about the perspective competitiveness and developmental chances of local governments. The aim of this elaboration is attend to analyse powiat budgets in Lower Silesia region in the years 1999-2000 in area of investment financing. Special attention was given to the amount and shares of investment expenditures in the budgets of individual powiats. (original abstract)
